The Mayor shall be present at the meetings of the Council and shall act as the President thereof, and when there is a tie upon any question before the Council, shall give the casting vote; shall have the power to veto any resolution or ordinance or any part thereof; shall sign all warrants on the City treasury and all permits or permissions granted by the Council, and all contracts made by and on behalf of the City with any other party.
