§ 1.6.3 VACANCY IN OFFICE.
   (A)   A vacancy in the office of City Council member or Mayor occurs upon the member’s death, resignation or removal from office or other event resulting in the individual being unable to carry out the duties of the office.   
   (B)   A vacancy in office shall result in nominations being submitted to the Council within three weeks of the vacancy and the Council shall appoint a replacement within 30 days of the vacancy.
   (C)   The Council shall consider those nominated at the next regular meeting, or at a special meeting called by the Mayor, and may invite the nominated candidates to appear before the Council to hear from the nominated candidates. Council shall then appoint, by majority vote, a candidate to assume the office until the next regular election, at which time the candidate shall stand for election for the remainder of the unexpired term.    
   (D)   If the vacancy is in the office of the Mayor, the President of the Council, if one is designated, shall assume the office of Mayor and the Council vacancy shall be handled as described herein. If no President of the Council is designated, the Council shall elect from among its number a replacement for the office of the Mayor.
