§ 7.5.1 INTENT.
   The intent of this chapter is to ensure maximum public enjoyment of the City's parks and other public lands and facilities while imposing reasonable time, place, and manner controls. Such controls shall be administered in an appropriate and limited approach so as to allow for use as well as maintenance of the City's parkland and facilities in a manner which allows for exercise of constitutional and statutory rights including expression and assembly in accordance with applicable limits and controls. To this end, the rules and regulations contained herein are intended to promote the health, safety, and orderly use of the City parks and lands by the public. Any and all applications for use of a park or facility shall be reviewed on a case-by-case basis.
