(A) Any citizen, firm or corporation believing any provision of this chapter to have been violated by a citizen may file a written complain with the court.
(B) Any citizen, firm or corporation believing any provision of this chapter to have been violated by an Animal Control Officer or other city employee may file a written complaint with the City Secretary. It shall then be the duty of the employee’s immediate supervisor to investigate such complaint and act as necessary on the results of that investigation.
