The personnel rules and policies for the municipality are hereby adopted by reference and shall be treated as if set forth in full herein. All ordinances and resolutions that have been duly passed by the City Council pertaining to personnel policies in whole or in part are hereby repealed and superseded by the personnel policy as adopted by the City Council on the 11th day of November, 2003.
