The municipality, having a population of less than 5,000 as shown by the last preceding federal census, does hereby abolish the office of Marshal and in lieu thereof substitutes any qualified peace officer of this state that shall be selected by the Council. The peace officer shall have all of the powers of the Marshal as provided by law.
