§ 37.09 LIMITATIONS ON ANNEXATIONS.
   The municipality shall not annex property in violation of the following limitations imposed by state law:
   (A)   The area to be annexed must be within the municipality's extraterritorial jurisdiction unless such property is owned by the municipality.
   (B)   The area to be annexed must be contiguous to the municipal limits.
   (C)   The area must have a width of at least 1,000 feet at its narrowest point, unless the property is contiguous with the municipal limits on two sides or such annexation was initiated upon a written petition by an owner or a majority of the qualified voters of the area.
   (D)   If the area to be annexed is within the extraterritorial jurisdiction of another municipality, that municipality's permission is required prior to annexation.
