Annexation of territory shall be brought to completion within 90 days of the date on which the Council institutes annexation proceedings or be null and void. Any period of time during which the municipality is restrained or enjoined from annexing any such territory by a court of competent jurisdiction shall not be computed in such 90 day limitation period.
