The Mayor shall establish dates for public hearings and the Municipal Secretary shall publish notice of the public hearings in the official newspaper not more than 20 days nor less than 10 days before the public hearings. If the area to be annexed contains any railroad rights-of-way, the Municipal Secretary shall mail a notice of the public hearings to the railroad company by certified mail.
