The Council shall hold a public hearing on the proposed budget. Such public hearing shall occur after the 15th day after the proposed budget has been filed with the Municipal Secretary but before the Council makes its tax levy. Public notice of the date, time and location of the hearing shall be given in accordance with the Texas Open Meetings Act, being Tex. Gov't Code §§ 551.001 et seq., and Tex. Local Gov't Code Ch. 102.
