(A) All of the improvements required under these regulations which are necessary for the adequate provision of streets, utilities, and drainage to the subdivision shall be constructed at the sole expense of the developer, unless other provisions are approved by the City Council.
(B) Any rebates or other payments to the developer by the city for oversized or off-site improvements required as a part of the subdivision shall be paid from monies received by the city from the subdividing or development of surrounding areas, and such rebates or payments shall not be made until such monies are received by the city, unless other provisions are approved by the City Council.
