The City Council may require the owner of a lot without a sidewalk within the street right-of-way or within 15 feet of the street right-of-way to build a sidewalk according to the specifications of this subchapter. When the Council takes such action, the City Secretary shall give notice to the owner of the affected lot to construct the sidewalk within the time established by the Council.
