Any building or structure in the municipality shall be connected to the water and sewer system of the municipality or to a septic tank approved by the municipality before a certificate of occupancy can be issued for the building or structure if the building or structure is to be used for any purpose other than storage. It shall be unlawful for the owner, occupant, manager or person in control of real property used as a residence, to occupy or cause or permit the occupancy of the residence without having running water and sanitary sewer services.
