§ 116.03 APPLICATION FOR APPROVAL AND PERMIT REQUIRED.
   (A)   An application for rezoning land for purposes of constructing a billboard, or any application for a building permit or other development permit required for establishing or erecting a billboard is required.
   (B)   Applications for off-premises advertising or billboard permit shall be accompanied by a copy of the lease agreement or a letter of authorization from the owner of the property on which the sign is to be located.
   (C)   Off-premises advertising or billboard applications must include a copy of lease agreement or agreement between property owner and sign owner that states "OFF-PREMISE SIGNS SHALL BE REMOVED UPON DEVELOPMENT OF THE TRACT OR SITE UPON WHICH IT IS LOCATED."
   (D)   From and after the effective date, no new construction permit shall be issued for the erection of an off-premise sign, including but not limited to a new off-premise CEVMS or the conversion of an existing non-CEVMS off premise sign to a CEVMS, within the sign code application area.
