The officers and agents of the city are authorized and directed to regulate or forbid the entry of any person or persons who have no legal reason to be therein. Furthermore, the officers and agents of the city are authorized and directed to remove all persons who commit any decorum violation or who violate any of the rules or regulations set forth herein.
