The design and detail plans of all monuments, vaults, mausoleums, and other structures and any writings, pictures, symbols or designs thereon must be submitted in advance to the city for approval. The city reserves the right to reject any writings, pictures, symbols or designs that are vulgar or obscene and any such structure that will interfere with the general effect or maintenance of the cemetery or which does not conform with its rules and regulations.
