17.08.465: DEVELOPMENT:

"Development" means any manmade change to improved or unimproved tracts of land, including, but not limited to, construction of buildings or other structures, mining, dredging, filling, grading, paving, excavating, or drilling operations located within the area. (Ord. 203 §32(91), 1987)
