It is unlawful for any individual, firm, association, syndicate, copartnership, trust, or any other legal entity, as a principal, agent, or otherwise, to commence construction of any permanent structure on any lands upon which a tentative map has been filed, unless or until the final map or record of survey map has been approved as hereinafter provided.
