"School bus" means every motor vehicle owned by a public or governmental agency or a private school and operated for the transportation of children to or from school or privately owned and operated for compensation for the transportation of children to or from school. "School bus" does not include a motor vehicle owned and operated by a common or contract carrier under the jurisdiction of the Interstate Commerce Commission or the Public Service Commission of Nevada when such vehicle is operated in the regular conduct of his business as a common or contract carrier in interstate or intrastate commerce within the State of Nevada.
