Bills for garbage service shall be for actual services only. The franchisee shall bill in advance for the charges allowed by the franchise on a monthly basis, and such charges shall be due and payable on the first day of each billing period. The bill or charge shall be delinquent if not fully paid on the last day of such monthly period. In case any person fails to pay the charges within fifteen (15) days after the same became delinquent, a penalty of ten percent (10%) of such charge shall be added thereto. All charges and all penalties provided for in the franchise shall constitute a debt and obligation of the owner and the person in control or management of the residences and business establishments so served, and such person shall be liable therefor in the event that the owner or person fails to advise the franchisee of the "ins and outs" of said residents and business establishments.
