The Borough has found that the number and seriousness of crimes committed by minors against persons and property within the Borough is increasing and has created a menace to the preservation of public peace, safety, health, morals and welfare. The purpose of this article is to prescribe, in accordance with prevailing community standards, regulations for the conduct of minors on streets at night for the good of minors, for the furtherance of family responsibility and for the public good, safety and welfare.
