Any person violating any provision of this article shall be subject to a civil penalty of not less than $100 not more than $1,000, plus actual costs of enforcement incurred, including attorney's fees. Each day a violation occurs shall constitute a separate offense, regardless of whether a separate citation is issued which could lead to an additional fine for each day the violation is permitted to exist.
