319.09  SUPERSESSION OF STATE OR FEDERAL REGULATIONS; VIOLATIONS AND PENALTIES.
   (a)   This article shall in any way supersede any state or federal regulations governing these same items.
   (b)   Any person, association, partnership or corporation who violates any provision of this article is guilty of a misdemeanor and on conviction shall be subject to a fine not exceeding $1,000.00 or a jail sentence up to three (3) days.
