The purpose and objectives of this article are to foster intergovernmental cooperation, to reduce costs and to accomplish through joint action, activities which could not be accomplished individually. The Steel Valley Council of Governments is hereby authorized to perform any functions, powers or responsibilities which the Borough of White Oak requests it to perform by Ordinance, Resolution, Motion or other act of the Borough of White Oak.
