In the event that the owner elects to demolish the building and rebuild pursuant to Section 1779.02(b) or (c), he shall, within 90 days of the occurrence, file plans with the Building Official and apply for a demolition permit and a building permit. The building shall be demolished and the site cleared of all debris within thirty (30) days of the issuance of the building permit.
