Any property owner, or named insured, or insurer who violates this article shall be subject to a penalty of up to one thousand dollars ($1,000.00) for each violation, plus the amount of proceeds wrongfully paid in violation of this article and other related court costs, attorneys' fees and administrative costs incurred in collection or prosecution.
