No person shall park, nor cause to be parked, any motor-vehicle, rig, trailer, carriage, or other vehicle which bears a commercial motor-vehicle or trailer registration plate upon the improved public streets or highways within any residential area of the Borough for an unreasonably long period of time, and in no event shall it be allowed to stand for a period in excess of one hour.
