Unless specifically allowed under some other law or ordinance, no vehicle shall remain parked in the streets or alleys of the Borough for commercial purposes, or for the sale or exhibition of any article or for the storing of the vehicle itself or property therein, or for any commercial purpose wherein the parking of such vehicle becomes a means whereby the commercial transaction is affected or effected. This does not include the delivering of merchandise, loading or unloading or the reasonable use of the highway for these purposes.
