123.01 PURPOSE.

This article is enacted for the purpose of enabling Council to more efficiently discharge its duties and obligations as required by the Borough Code, and to more efficiently conduct and transact the everyday business of the Borough. Therefore, it has been determined that a Council-Manager form of government should be established.
