(A) No person shall make an excavation, cut or bore in or under any street, alley, sidewalk or right-of-way of the town without paying a $100 fee, and obtaining a written permit from the town to perform the excavation, cut or bore.
(B) No person shall close off a street, alley, sidewalk or right- of-way of the town without paying a $50 fee and obtaining a written permit from the town to close the way.
