An account of the water, sewer or storm water utility is determined to be uncollectible if it meet one or more of the following criteria:
(A) Collection procedures have been followed and the account remains unpaid;
(B) The debtor cannot be located, nor any of the debtor's assets;
(C) The town has insufficient documentation to pursue collection efforts;
(D) The debt is discharged in bankruptcy;
(E) The debtor has died and there is no known estate or guarantor; or
(F) It is determined that it is not cost effective to continue collection efforts.
