The fee for review of any land development application shall be at a base rate of $500. In the event the review of such application takes greater than five hours, the person submitting the application shall be charged at an hourly rate of $100 for each additional hour. All of the monetary contributions shall be credited to a local budgetary category to support local plan review, inspection and program administration, and shall be made prior to the issuance of any building permit for the development.
