Any person, firm or corporation who violates any provisions of this chapter or interferes with due process of enforcement of this chapter shall be subject to a penalty in the amount of $50 per day, per vehicle, for each day of noncompliance, to which may be added costs of removal, court costs and any and all other costs, incidental to the enforcement of this chapter.
