(A) For the use of and the services rendered by the sewage works, rates and charges shall be collected from the owners of each and every lot, parcel of real estate or building that is connected with or served by the town sewage works or otherwise discharges sanitary sewage, industrial wastes, water or other liquids either directly or indirectly into the sewage works of the town. Such rates and charges shall include user charges, debt service costs, excessive strength surcharges and other service charges, which rates and charges shall be payable as hereinafter provided and shall be in an amount determinable as set forth in § 50.84(B) below.
(B) The sewage rates and charges shall be based on the quantity of water used on or in the property or premises subject to such rates and charges as the same is measured by the water meter there in use, plus a base charge based on the size of the water meter installed, except as herein otherwise provided. For the purposes of billing and collecting the charges for sewage service, the water meters shall be read monthly and the users shall be billed monthly (or a period equaling a month). The water usage schedule on which the amount of such rates and charges shall be determined is as follows:
(1) Charges for residential users with up to 4,000 gallons usage per month shall be based upon the following schedule of flows and minimum flow charges:

Charges for residential users with usage greater than 4,000 gallons per month shall be determined in accordance with § 50.84(B)(2) below.
(2) Charges for all non-residential users and residential users with usage greater than 4,000 gallons per month shall include a monthly usage charge plus a monthly base rate, determined as follows:

(C) (1) For residential users of the sewage works that are unmetered water users or for whom accurate meter readings are not available, the monthly charges shall be at the unmetered rate set forth below, except as herein provided. Sewage service bills shall be rendered once each month (or period equaling a month).

(2) The town shall require all non-residential classified users to install a water meter with rates to be charged by quantity of water used.
(D) For the service rendered the town, the town shall be subject to the same rates and charges hereinabove provided or to rates and charges established in harmony therewith.
(E) In order to recover the cost of monitoring industrial sewage, the town shall charge the user the actual costs of monitoring. This charge will be reviewed on the same basis as all other rates and charges in this chapter.
(F) Vacant properties. For properties also served by the waterworks system of the town, such properties that are vacant and have been disconnected from the waterworks system of the town at the request of the owner or user, or are vacant and not previously had water service to the property turned on, shall not be subject to the rates and charges of this section during such period of disconnection and vacancy. If there are multiple billed units for a single property, this division shall apply on a per unit basis.
