No person shall throw, drop, or deposit, or cause to be thrown, dropped, or deposited, on any land in the town, vacant or occupied (including, specifically, streets, alleys, drives, highways, and other public and semi-public areas) or in all waters under the jurisdiction of the town, any waste (including, but not limited to, refuse, garbage, ashes, rubbish, dead animals or fish, paper, drinking cups, broken glass, bags, brush, grass, weeds, and anything injurious to health). If any person, while transporting or hauling, or causing to be transported or hauled, the rubbish or material or earth excavated or other material, shall throw, or cause to be thrown, dropped, or deposited, the rubbish or material from a vehicle or from the body thereof in violation of this section, the person must daily clean up and remove the rubbish or material in a manner satisfactory to the Director of Sanitation and, upon failing to do so, the Department of Sanitation may clean up and remove the rubbish and material and the town may collect the cost of the removal from the person.
