(A) Generally.
(1) Every person occupying a house or residence in the residential area where garbage or refuse exists shall be provided containers by the contract solid waste provider. Each container shall be provided with handles and with a tight-fitting cover made of the same material as the container. The containers must not have more than a 55-gallon capacity. Each home and business building shall have a sufficient number of containers to hold the refuse until collected.
(2) All persons doing business in a business building within the city limits shall be provided containers as outlined in this section, unless deemed obsolete by the Director of Sanitation.
(3) No wooden boxes, pails, or other wooden or cardboard containers shall be used for garbage and refuse and, if used, shall be confiscated by the town.
(4) No person shall throw, drop, or deposit any leaves, shrubs, or other debris into any catch basin or manhole in the city.
(5) Any person may have leaves or grass removed by the town, if the leaves or grass are placed at the curbline between the curb and sidewalk so that they may be easily handled by collectors; provided that the leaves or grass are placed in plastic disposable bags and tied securely so that the contents will not spill from the bags. No tree limbs, shrubs, or other material shall be mixed with leaves or grass. The leaves or grass shall be collected on days designated for collection.

(B) Automatic. Waterproof, odorproof containers, in size as prescribed by the town so as to fit the garbage pickup trucks’ automatic lift equipment, may be used.
