(A) Any person violating any prohibition or restriction imposed by a proclamation authorized by § 31.01(A) shall be guilty of a misdemeanor, punishable upon conviction by a fine not exceeding $50 or imprisonment not exceeding 30 days, as provided by G.S. § 14-4.

(B) Violation of § 31.02 shall subject the offender to a civil penalty at the discretion of the Board to be recovered by the town.
