Each member of the Board of Commissioners shall be involved, along with the Mayor, the Town Clerk, and the Public Works Director, in the function of the department that the Commissioner has been appointed to direct. Further, the Commissioner, with the cooperation of the Mayor, the Town Clerk, and the Public Works Director, shall be adviser on all transactions that the department requires, such as, but not limited to, phone calls, written correspondence, seeking services and supplies, negotiating with engineers and contractors, and letting contracts and authorizing payments.
