The three members appointed to the Planning Board by the Board of County Commissioners as representatives of the extraterritorial zoning area outside the town shall have equal rights, privileges, and duties with the other members of the Board in all matters pertaining to the regulation of both the extraterritorial area and the area within the corporate limits.
