(A) Every resident owner of motor vehicles operated in the town, except motor vehicles operated for display or exhibition purposes by manufacturers or dealers and displaying dealer's license plates issued by the state, shall register the vehicles with the Bladen County Tax Assessor.
(B) The period of registration shall be from January 1 to December 31 of each year.
