A schedule of charges and fees shall be adopted by the town, which will enable it to comply with the revenue requirements of the State Clean Water Grant Program, Pub. L. No. 660 and Pub. L. No. 92-500, and the charges and fees shall be determined in a manner consistent with the regulations of the grant programs that have benefitted the town and its industrial users. All industries using the town’s treatment works are subject to industrial waste surcharges on discharges whose characteristics exceed the limits set out in § 52.087 for certain pollutants.
