Sec. 6.   Election of mayor and commissioners-When held.
   In order to expand the size of the board of commissioners from three (3) to six (6), a special municipal election shall be held on Tuesday, July 27, 1982, provided that if the second primary is scheduled for another date, the special municipal election shall occur on that other date.  At that election, the candidate receiving the highest number of votes shall serve until a successor is elected at the 1985 municipal election, the candidate receiving the second highest number of votes shall serve until a successor is elected at the 1985 municipal election, and the candidate receiving the third highest number of votes shall serve until a successor is elected at the 1983 municipal election.
   In 1983 and quadrennially thereafter, three (3) commissioners shall be elected for four-year terms.  In 1985 and quadrennially thereafter, three (3) commissioners shall be elected for four-year terms.  In 1983 and biennially thereafter, a mayor shall be elected for a two-year term.  In 1995 and quadriennially, thereafter, a mayor shall be elected for a four-year term.
