373.11 PROHIBITED AREA FOR SKATEBOARDS, ROLLER BLADES AND BICYCLES; YIELDING TO PEDESTRIANS.
   (a)   No person shall ride or park any bicycle, operate any skateboard, roller skates, in- line skates or similar devices upon the following designated sidewalks of the Village:
All sidewalks parallel to the west side of Providence Street between the intersection of Otsego Street and Shepler Street and the east side of Providence Street between the intersection of Waterville Street and Shepler Street.
   (b)   Whenever any person rides or operates a bicycle in areas not defined by this section, such person shall at all times yield the right of way to all pedestrians and shall give audible warning signals before overtaking and passing all pedestrians.
   (c)   Members of the Village Police Department are hereby authorized to seize and impound any bicycle which is ridden or operated in violation of the provisions of this section. Any bicycle so seized and impounded shall be held by the Police Department for a period, not exceeding sixty days, or until the owner thereof, or if the owner is a minor, the owner and such owner’s parent or guardian, shall personally call at the Police Division and give assurance that such violation shall not be repeated. Repeat violations of this section, or acts deemed in serious violation of this section, shall be subject to the penalty provisions of Section 303.99(a).
