(a) A service fee in the amount of twenty-five dollars ($25.00) will hereinafter be charged to any individual, organization, business or corporation tendering payments to the Village by a check which is returned for any reason by any financial institution without payment to the Village.
(b) The Administrator shall be charged with the enforcement of this check service fee and the administration and collection of same.
