953.06 PERSONAL CONDUCT.
   (a)   No individual or organization shall conduct, sponsor or promote any public meeting, concert, theater, athletic event, sports activity, or any other such public activity in or upon the park lands of the Village of Whitehouse without the prior written consent and permit of the Village Administrator and Director of Public Service being first obtained. The issuance of permits for said activities shall be permitted only if, in the opinion of the Village Administrator and/or Public Service Director, that such activities will not endanger personal safety of the participants, personal safety of other park visitors, the general peace and good order in the parks, endanger or disrupt the normal use of facilities, the tranquility of the park land, or in any manner be inconsistent with the public general use of park lands.
   (b)   No intoxicating liquors, wines, beers, or alcoholic beverages of any type, nature, or design shall be permitted in possession of any park land user or shall be consumed by any park land user within the boundaries of the park land, except as same shall be specifically consented in writing and by permit of the Village Administrator and/or Director of Public Services.
   (c)   No person entering upon the park lands of the Village shall carry or possess any container capable of propelling paint by means of gas or energy discharge.
   (d)   No person shall use any tobacco product within any enclosed or semi-enclosed park facility, shelter house or similar area when said areas are posted by order of the Village Administrator and/or Director of Public Service as "no smoking/tobacco usage" designated signage.
   (e)   No person shall use any structure, facility or area of the park land in such manner that it shall be left in an unsanitary or unclean manner or condition.
