111.03 ANNUAL REVIEW BY COUNCIL OF CERTAIN UTILITY FEES, LICENSE FEES, ZONING AND BUILDING PROGRAM FEES, AND RATE STRUCTURE FOR UTILITIES.
   (a)   Commencing with calendar year 2008, Council shall annually, prior to March 31 each year, through either the Council of the Whole or appropriate Council committees, mandate a review as to the appropriateness and current value of all utility fees, Village license fees, Village fee schedule for building, zoning and all other ancillary fees and expenses as collected and charged by the Village. Said annual review shall specifically take into account the balances of all Village accounting funds, including but not limited to utility enterprise funds and similar funds, and the impact of fee structures as charged for delivery of administrative services and for the actual cost of services for the provision of the services as charged for in the various fees and funds, including but not limited to enterprise utility funds for water and sewer, utility rates as same affect the enterprise fund balances and all general fees and general licenses as scheduled for the Village in areas including but not limited to building, zoning inspections and all such other services as performed by the Village in furtherance of various administrative duties and legislative code requirements enacted by the Village.
   (b)   The Administrator is hereby designated to establish the necessary date and meetings of the Council of the Whole or its various committees in furtherance of the review of said fee structures.
