953.01 SPECIAL ACTIVITY PERMIT.
   (a)   A special activity permit is hereby established for any activity during the progress of which beer or similar alcoholic malt beverages are sought to be sold by any approved and sponsoring group within the Village Park System.
   (b)   The following items shall have been complied with by any applicant for the special activity permit to allow the sale of beer or similar alcoholic malt beverages within the Village Park System:
      (1)   The application for the special activity permit shall be obtained from the office of the Administrator, and upon completion by the applicant, shall be reviewed by the Administrator and the Police Chief of the Village;
      (2)   The application shall be approved by a majority vote of Council;
      (3)   Only resident organizations of the Village and/or organizations whose membership rolls are comprised of not less than fifty percent (50%) Whitehouse residents may be the applicants for the special activity permits;
      (4)   The applicants shall present proof of a liability insurance bond or policy in the amount of not less than one million dollars ($1,000,000) coverage during the time period sought for the special activities permit;
      (5)   The permit applicant is responsible for and must present, prior to issuance, proof of having obtained any and all licenses or permits required by the State of Ohio, Lucas County, or any agencies thereof including, but not limited to, the Ohio Department of Liquor Control;
               (6)   The permit applicant is responsible for and shall provide proof of adequate policing of the area wherein beer and similar malt beverages are served and shall be responsible for adequate screening of those sales to all individual so as to reasonably and responsibly conform to all state and local laws pertaining to the sale and consumption of alcoholic beverages.
   (c)   The cost of the herein referenced special activity permit for the sale of beer and similar malt alcoholic beverages shall be one hundred dollars ($100.00) per day, payable in advance of the issuance of said permit. Further a three hundred dollar ($300.00) performance and cleanup deposit shall also be posted upon issuance of the permit. The performance and cleanup deposit shall be refundable in whole or in part upon final inspection of the activity site by the Administrator.
   (d)   All monies collected hereunder shall be deposited in the Park Improvement Fund.
