1339.06 ISSUANCE OF CERTIFICATES AND PERMITS.
   No alteration of any structure of significant exterior architectural feature thereof in any designated preservation district shall be undertaken prior to obtaining a certificate of appropriateness from the Building Department. A certificate of occupancy shall be issued by the Building Department for the construction, reconstruction, alteration, or demolition of any area, place, site, building, structure, object, or work of art within a designated preservation district unless the application for such permit is approved by the Design Review Board through the issuance of a certificate of appropriateness in the manner prescribed herein.
