The Chief Building Official shall examine or cause to be examined every building or structure or portion thereof reported or believed to be an unsafe building. At least thirty days prior to the repair or removal of any unsafe building, the Chief Building Official shall give written notice by certified mail of his intention to repair or remove the building to the record title holders and lienholders of the property. If an emergency exists, notice may be given by other means less than thirty days prior to repair or removal.
