The Village Council, shall by ordinance, establish a Schedule of Rates and Fees, pertaining to the administration and enforcement of this chapter. The Schedule of Rates and Fees shall be posted in the office of the Building and Zoning Clerk, and may be altered or amended only by the Village Council. Fees shall be paid to the Building and Zoning Clerk in accordance with the Village Rate and Fee Schedule. Until all applicable fees, charges, and expenses have been paid in full, no permits shall be issued. Permits are not transferable.
